What is the 1915(i) State Plan Amendment?
The 1915(i) State Plan Amendment is a provision under the Social Security Act that allows states to provide Home and Community-Based Services (HCBS) to Medicaid beneficiaries without requiring them to meet institutional-level-of-care criteria.

Unlike traditional Medicaid programs that may require individuals to enter nursing homes or other institutions to receive care, the 1915(i) program enables people to remain in their homes and communities while receiving necessary support services.

Eligibility Requirements
Functional Criteria
You must demonstrate a need for services based on functional assessments. This includes difficulty with daily living activities, managing health conditions, or social functioning.
Clinical Criteria
You must have a qualifying condition such as mental illness, substance use disorder, intellectual or developmental disability, or other chronic health conditions.
Financial Eligibility
You must be eligible for Medicaid based on your state's income and resource requirements. Eligibility criteria vary by state.
